The challenge

Riverton's resident services went down too often and could not flex for seasonal demand like tax season. Some data had to stay on infrastructure the county controls, which ruled out a simple lift to one public cloud.

- We designed a hybrid architecture: sensitive systems stayed on a modernized private platform, with public cloud for elastic, public-facing services.
- We added tested disaster recovery with a clear recovery objective, and ran a live failover so the plan was real.
- Security and access were standardized across both environments to one governance model.
- We trained the county team and left documentation so they own day-to-day operations.
